This book analyses the Syrian crisis from an international relations perspective. Developing into a proxy war, the Syrian crisis has been a battleground for regional dominance. It has also created an opportunity for new states to emerge in the world affairs scene. For example, Russia, which since the fall of the Soviet Union has retreated from world affairs, has reasserted itself by taking a leading role in the Syrian crisis. The Syrian crisis has had an important impact on interregional as well as international relations. It has also been a catalyst that reshaped the many interstate relations and allowed countries such as Russia, Iran, Turkey and China to play an increasingly important role in international affairs. While the crisis led to an Iranian Russian rapprochement and to more cooperation between Russia and Saudi Arabia, the crisis drove states that have opposing views of the crisis, Turkey, Iran and Russia, to forge an alliance. China on the other hand, a country focused on its ambitious Belt and Road Initiative is trying to walk a fine line between the Arab Gulf and Iran. This book looks at the tools, actors, and structures that have emerged out of this conflict. The conflict is distinguished by a rise in extremism, an unprecedented use of violent non-state actors, propaganda and by a sectarian narrative which will have an effect on the region for the years to come. The only light at the end of the tunnel are the local councils that can create a foundation to stabilise Syria. This book would be a valuable read for scholars as well as students of the Middle East in general and the Syrian crisis in particular.

Taxes on environmental externalities have long been recognized in the economics literature as a cost effective mechanism for reducing the costs of environmental degradation. However, in recent years there has been substantial interest in other possible benefits from environmental taxes, most notably, the economic gains that could result from substituting revenues from environmental taxes for conventional, distortionary taxes on labor income or other goods and services. Emerging from this literature is the double dividend hypothesis that the economic gains from environmental taxes will be greater if the revenues are used to reduce distortionary taxes rather than be returned to consumers through lump sum transfers. Most theoretical and empirical research on the double dividend has been conducted under the assumption of a closed economy. This assumption removes the possibly important effects of interregional factor mobility and interregional trade. Moreover it is an unrealistic assumption for most economies, and especially for those of small countries or sub national political jurisdictions, such as states.

At the international level, international trade flows are regionally focused and the intensity of that focus has not decreased over time. At the national level, there has been substantial change within the Canada United States trading relationship. Prior to the establishment of free trade, Canada appeared to be moving into the lower-end of product quality trade relative to the United States, but now Canada appears to be moving into higher-end product quality trade with the United States. And at the regional level, trade flows have altered their spatial configuration since the establishment of free trade. Canadian provinces are now trading significantly more with the southern neighbours. The levels of interprovincial trade remain high, but the shares of provincial trade to and from the United States are now increasing.

With the creation of the EMU, member countries have abandoned their monetary policy sovereignty for the benefits of the Euro. Previously, output fluctuations between countries could automatically be absorbed by an adjustment of the relative exchange rate between the national economies. It is frequently argued that the loss of this channel must be compensated by an appropriate fiscal policy tool to avoid large and protracted regional swings in economic growth and unemployment. A fiscal federation could serve as a centralized insurance mechanism against idiosyncratic, transitory shocks among the member states. The paper establishes a framework for an interregional insurance mechanism and applies the methodology to a sample of EMU countries. The empirical results reveal the potential magnitude of insurance provided by a redistributive mechanism and allow conclusions as to whether a fiscal federation should be established in the EMU.
