In the first half of the 20th century, the Uruguayan artist and intellectual Joaquín Torres García drew an abstract map of South America that had the South pointed upwards, challenging the dominance of European culture in Latin American art, literature and philosophy. For Torres García, maps expressed how reality should be structured and his inversion was an exercise of de- and reconstructing a dominant order. Following Torres García's lead, this study of regionalisms, i.e. projects and ideas that construct a region beyond the nation-state, also proposes to turn the map upside down. Comparing two regionalisms in the South – focusing on the Southern African Development Community (SADC) and Mercosur in South America – it seeks to surpass dominant normative approaches that either overemphasize Europe as a benchmark or depict regionalisms in the South as sui generis cases.Applying the current trends in the field, comparative regionalism and interregionalism, the study reconsiders the understanding of regionalism from a perspective on regional spaces in the South and comparing the regionalisms by de-contextualising them from their idiosyncratic environment and re-contextualising them in a global and interregional framework.

This study aims at highlighting the characteristics of the diverging EU-US "new-regional" and "interregional" policies, as well as their implications on the transatlantic relationship. The book focuses on the political and economical factors that might account for the EU/NAFTA institutionalisation gap and on the alternative world order models behind the EU and the US interregional strategies ("Pax Europaea" vs. "Pax Americana"). The problems overshadowing the transatlantic link in the post-Cold War international system are addressed through a specific question: will the spreading of the new regionalism favor or affect the building of a re-defined and balanced transatlantic partnership? The proposed answer implies that the EU and US respective regional and interregional policies are shaping a competitive transatlantic dynamics, which the EU can only face by increasing the coherence of its internal system of governance.

Leading scholars from around the world develop their own distinctive theoretical perspectives on interregionalism, with a particular emphasis on the dynamic relationship between regionalism and interregionalism. These highly acclaimed theorists have all been associated over the years with a variety of disciplines, institutions, schools and debates and so bring a rich set of insights and connections to this pioneering project. The second part of the book 'unpacks' and problematises the region, the driving actors and institutions that are engaged in interregional relations. There is a strong tendency in the field to treat regions as coherent units actors in an interregional relationship, and such simplified notions about 'regions' and 'regional organisations' necessarily result in superficial and misleading understandings of interregionalism. This part of the book connects the theoretical discussion in the first part with a manageable empirical object.
