Broadening the Debate on EU-Africa Relations is designed to expand the scope of our understanding of the multi-layered relationship between the European Union and African political actors in order to shape both the academic and policy level discourse. The focus on chapters highlighting an African perspective offers an opportunity to redress an imbalance in scholarship, and also represents an effort to reinvigorate the EU-Africa discourse. The contributors scrutinise hitherto underexplored areas, from agricultural cooperation to sanctions to scientific collaboration, as new insights linger in the less visible margins of the relationship. Jointly, they push in the same direction, to broaden the debate on how subjects are approached in a field of study that has one-sidedly focus on the intended actions of the EU. To that end, three dimensions represent the common thread of the book: how to recalibrate African and European perspectives, how to proceed on an assumption of mutual influence rather than unidirectionality, and how to highlight the intertwined nature of the different drivers of the relationship. Recalibrating African and European perspectives by focusing on elements of reciprocity within the broad array of interregional interactions, Broadening the Debate on EU-Africa Relations will be of great interest to scholars of African Studies, African IR, and the EU. This book provides an empirical test of the effects of fiscal decentralization and horizontal fiscal equalization on economic growth and examines the potential trade-off between horizontal fiscal equalization and economic growth in both China and India. A comparative study of these two neighbours in Asia has shown that the degree of fiscal decentralization in both countries is far from the point where its effect on economic growth becomes positive. Despite the dangers of widening disparities in terms of interregional fiscal resource distribution from further decentralization, no substantial evidence shows a trade-off between horizontal fiscal equalization and growth in either country. In addition, both the 1994 Tax Sharing System (TSS) reform in China and the 1991 economic reforms in India have contributed to economic growth. An in-depth and more thorough going fiscal decentralization with greater emphasis on equalization of fiscal disparities are required in order to assure sustainable economic growth as well as social harmony in these two Asian countries.

This study aims at highlighting the characteristics of the diverging EU-US "new-regional" and "interregional" policies, as well as their implications on the transatlantic relationship. The book focuses on the political and economical factors that might account for the EU/NAFTA institutionalisation gap and on the alternative world order models behind the EU and the US interregional strategies ("Pax Europaea" vs. "Pax Americana"). The problems overshadowing the transatlantic link in the post-Cold War international system are addressed through a specific question: will the spreading of the new regionalism favor or affect the building of a re-defined and balanced transatlantic partnership? The proposed answer implies that the EU and US respective regional and interregional policies are shaping a competitive transatlantic dynamics, which the EU can only face by increasing the coherence of its internal system of governance.

This thesis investigates Sino-Japanese relations and the post-Cold War security order in East Asia. In particular, it asks whether a security regime' now exists in the region, by exploring three distinctive approaches to the possibility of structural change Waltz and neorealism, Wendt and social constructivism, and Buzan and the English school. While not ignoring the impact of shifts in the balance of power on security practices, I also investigate ideational variables that is the kinds of values, norms and institutions that are shared by the members of the East Asian RSC. I go on to ask why they are shared, how their identities and interests evolve over time and how these changes influence securitisation and desecuritisation practices. By examining these variables through societal, economic and military-political sectors, and locating them at domestic, regional, interregional and global levels, I conclude that, together with Southeast Asia, Northeast Asia has formed a single East Asian security regime'.
