Polish Eastern border is also the external border of the European Union. Borders with Russia, Belarus and Ukraine are crucial, for the EU, for reasons of safety, economic and social. A characteristic feature for Podlaskie voivodship is its peripherality. Due to the immediate vicinity of the EU and the three countries from the Eastern Europe there is a need to strengthen and build programs to promote cross-border and interregional co-operation. It s implemented in various forms, based on local and regional natural resources (environment) and activities related to the maintenance and protection of the border. Appropriate use of the opportunity can create activation of Polish border regions through the development of cross-border cooperation and to make the "friendly border".

Prospects for the 2020 Iron Ore Market

As the key ingredient for steelmaking, iron ore is integral to the global economy and represents the world's second-largest natural resource market by value. The overall structure and dynamics of the iron ore market have recently undergone various radical changes. The global demand shock caused by the rapid industrialization of China has sent market prices skywards and triggered a collapse of the 40-year-old benchmark pricing system. The newly adopted quarterly index-based pricing mechanism has brought an abrupt end to the traditional stability of the iron ore market, with price dynamics now experiencing greater volatility. Against the backdrop of these disruptive changes, this dissertation proposes a deterministic nine-region spatial equilibrium model of the 2020 iron ore market based on the fundamental characteristics and mechanics of the market. Key features of the model are its bottom-up structure, modeling supply volumes and costs on an individual mine level as well as the simulation of interregional trade flows using a linear optimization approach. In analyzing a number of relevant scenarios, this dissertation projects the key characteristics of the 2020 global iron ore market in terms of regional production volumes, demand, iron ore trade flows and market prices. It quantifies market dynamics based on changes in available production capacity, demand and freight rates. From a demand perspective, the dissertation proposes several strategies to mitigate the risk arising from higher and more volatile iron ore prices. Of these strategies, the captivity of mines and the introduction of iron ore export taxes are analyzed in greater detail with respect to their effectiveness and influence on the iron ore market.

Natural Heritage from East to West

Cumulative global transformations, occurring daily, affect important aspects of our life. Characteristic cultural and natural heritage, including sites of priceless value, is under constant threat. There are growing pressures, of both natural and human origin, such as wars, con icts, natural or technological disasters and the effects of global climate change. These provoke the continuous degradation of many sites included in the World Heritage List. In consequence, immediate strategic measures must be taken. Natural heritage is our legacy from the past, that we inherited from our ancestors and pass on to future generations. It is vital to realize its value and protect it by all possible means, enforcing innovative and sustainable action plans that promote global international co-operation. This book aims to address speci c natural heritage sites in Europe, from West to East. The six countries of study interest are Portugal, Malta, Greece, Italy, Romania and Turkey. For each case, the corresponding current status is presented. This is accompanied by recommended action plans for protection and conservation, tra- ing initiatives that improve the public awareness of natural heritage issues and efforts to estimate the natural/environmental value of the sites. The book is the overall result of an interregional initiative aiming to promote convergence, provoke public interest and recommend action for radical changes in our attitude towards heritage conservation.

Rethinking Input-Output Analysis

This book highlights the social, economic and environmental importance of the mutual relations between industries in the same and in different regions and nations, and demonstrates how to model these relations using regional, interregional and international input-output (IO) models. It enables readers familiar with standard matrix algebra to extend these basic IO models with endogenous household expenditures, to employ supply-use tables (SUTs) that explicitly distinguish the products used and sold by industry, and to use Social Accounting Matrices (SAMs) that detail the generation, redistribution and spending of income. In addition to the standard demand-driven IO quantity model and its accompanying cost-push IO price model, the book also discusses the economic assumptions and usefulness of the supply-driven IO quantity model and its accompanying revenue-pull IO price model. The final chapters highlight three main applications of the IO model: (1) economic impact analysis of negative supply shocks as caused by, for example, natural disasters, (2) linkages, key sector and cluster analysis, (3) structural decomposition analysis, especially of regional, interregional and international growth, and demonstrate the strengths and weaknesses of these IO applications. This book appeals to economists and planners as well as scholars of regional and spatial science.

An Interregional Expert Meeting on the Use of Satellite Imaging RADAR and Thematic Mapping in Natural Resources Development, organized by the Economic and Social Develop ment Center of the German Foundation for International Development - DSE - in co-operation with the United Nations Department of Technical Co-operation for Develop ment - DTCD - was held in Berlin (West) from 21 November to 4 December 1984. As a result of this meeting, the participants made the following recommendations: A. REMOTE SENSING SYSTEMS AND AVAILABILITY OF DATA 1. Acquisition Platforms and their Continuity The participants expressed concern over the insecurity which clouds the future of orbital remote sensing platforms - the U. S. Landsat series should be continued, if at all possible. The planned initial ten-year operational lifetime of SPOT is en couraging and received support. ESA/ERS 1, Japanl J-ERS 1 and Canada's RADARSAT programmes should be given full imple mentation commitment, as soon as possible, and plans should be developed for system continuity. The participants noted that development of national and regional remote sensing programmes in developing nations, and establishment and upgrading of appropriate ground receiving stations for these systems depends critically on the prospect of platform continuity. vii SATELLITE REMOTE SENSING FOR RESOURCES DEVELOPMENT 2. Future Developments (a) Future developments in microwave remote sensing from space should be encouraged so as to circumvent, among others, the problem of cloud cover and to facilitate extension of application areas.

Negotiations for the Interregional Association ...

This book answers the following question: Why can't the European Union and MERCOSUR (Argentina, Brazil, Paraguay and Uruguay) sign an association agreement after more than ten years of negotiations? Since 1999 negotiations were conducted between the parties, on political dialogue, trade and cooperation. Through the years events occurred at global, interregional, regional and national levels, which enabled its conclusion. While South American and European negotiators could not solve the gridlocks of the negotiation, China has been dramatically increasing trade relations with MERCOSUR. This situation is addressed here with special attention. At present, MERCOSUR is becoming a very attractive region to extrarregional powers. These countries are endowed with agriculture, energy and natural resources. Brazil is a case in point, as it positions itself as one of the most important emergent powers.
